Rural should have berry bushes, which are essentially respawning food items.

Uh...Why? Do you have berry bushes near your rural location. Not to mention they would be limited unless we use gameplay > realism on that one.

The problem with allowing people to construct beds is that this would mostly make the Hardy ability obsolete, wouldn't it? Construction material isn't that rare or hard to get, so you'd always be better off just building a bed.

The problem with a mall is that it would sacrefice a district, if there is ever a mall i hope it replaces a less important district for example a green district and not a shopping district in map gen.

I wouldn't call it a sacrifice... a mall would add a lot to the city. It'd be a nice addition. I play with city at max size, that's 36 districts. I wouldn't miss a shopping district or two.
Maybe it could be limited to big cities and big districts.

The mall would need to have many exits though to make it fair for both sides. The mall could have many shops in it to make up for a lost shopping district.

Don't know if this was said already, but a military base would seem good.
There are three floors, one, is a helipad, the second has a bunch of guns and food. The third has a bunch of National Guard and (maybe they can become..) friendly "Those guys". Also, there are two stationary Guards outside the entrance.

How about a fall-out shelter? it would be full of canned food and have a heavy door. It could also have a lot of bandages.

A fallout shelter would be an awesome find for a player, since they could camp out in one for months. So, unless "Those guys" has ways of blasting down the doors to one, you can just ride out the game.

A cemetery would be good in the green district.
I think skeletons are the early enemies because the dead rose from their graves before people started dying and turning into zombies. So the graves in the cemetery would all be empty.
