In mid-late game, ammo is scarce, so I thought up of a theory about ammo supply.
"Those guys" use precision rifles, and rifles use heavy rifle ammo, do "Those guys" carry heavy rifle ammo around? Or do they just bring their precision rifle? Because if "Those guys" bring those ammo around, you could just take an army rifle and feed it using "Those guys" bullets when they die! Army rifles are just awsum weapons.
Though you could always haul up some rations and trade with survivors for their ammo.

Or you could do full inventory runs of ammo and stash to your hideout in your spare time if you keep one slot of a fully loaded weapon and make sure you can run away from threats to your hideout.

but it'll run out if you don't restock it again, and in late game there are no ammo supplies.
Also I just checked, "Those guys" DO have heavy ammo, 20 of them! So if you can somehow farm those "Those guys" guys you have a decent amount of heavy ammo, both pistol AND rifle.

Are precision rifles a 1-shot kill on humans? Perhaps we could use the GPS and track a lone "That guy" agent.

Following them around and waiting for them to get killed is a pretty good strategy and if you've got a good weapon you can kill them when they're weakened.

Following around a band of national guard when those guys are about is a great way to get rounds as well

About how many days in game does it take for "Those guys" to start to appear and start erasing?

About how many days in game does it take for "Those guys" to start to appear and start erasing? In my experience, about 2 weeks. Following them around is actively hazardous to your health, living or dead. Those rifles are insanely strong, I have only managed to take them from a living operative when his squad was asleep and I point-blanked all of them with a shotgun. Every other time I encounter them I get instakilled when I step around the corner. I've had whole stacks of ammo around week 3, maybe I'm just lucky.

I've never really had an ammo issue. There's usually a good amount lying around to hoard in my basement, and by the time I even come close to running out (If you call one square of light rifle low), Survivors start popping in quite frequently with BlackOps. They'll fight it out, or Blackops will die somehow, and I'll randomly stumble upon Heavy Rifle ammo. I usually trade some pills, or an army ration with a Survivor to snag an Army Rifle and use it sparingly.
I punch things that are generally easy to do so with -- skeletons, shamblers. At that point there will be a good amount of points in Tough, Agile, and some Martial Arts or Strong to not waste ammo and just beating some down by abusing the speed differences.
I find it too deadly to hunt down the BlackOps.. I've died many a time at day 28 or so because I turned a corner to two "Those guys" who shoot at me once each, I try to run away, they chase, shoot again and usually kill me. I can handle one usually, but, beh!

No ammo issue? what, do you play with Low Max zombies or 1% zombie increase? or low survivors and hostile hungries off? because more than often, even if you have max strong and agile, i find it EXTREMELY difficult to not die while hoarding ammunition, i mean, against ONE lone shambler, it's no trouble, trouble comes when you are facing down TEN of them..........In a Dark Alley, in those situations(which occurs often on MY settings), you HAVE to use guns to blast a hole in the attacking horde, even if they don't have you surrounded, sure, you can run, but considering that there's probably a bloody zombie maser 'round the corner leading fourteen dark shamblers or two Disiples(if that didn't happen, it means low max zombies or really low invasion increase), leading them to your base is even worst, even with cars blocking, because chances are, if your base is not the sewer mantenance, you're going to get stuck in that base until you starve or finally, start gunning them down, trust me, you can still get out with 6 shamblers at your doorstep, and have a higher chance of going away after some poor sucker that happened to cross the street, or, if you do not use cars for barricades(or a Neophyle/disiple/ZM decides to come 'round the corner), get your ass overrun fairly quickly because there's ten goddamn zombies beating down your barricades and coming in to eat your brains
And besides, i find that "They" Waste all their bullets on zombies or survivors long before i find them or they find me, which means that, no ammunition for you, sucker, have a nice day

Solo player here, actively seeking out zombie master hordes with 90 Day one zombies, and I gotta say, you've got your head up your ass. Step one, loot all guns, why do this? People are less inclined to loot ammo unless they have the gun to use it, you get a fully loaded gun, which is actually just as useful as an ammo stack at times because you just switch out think of it as a disposable. Scent killer, christ, also press R it's amazing what it can do in combination, if you're shitting your pants even more start carrying around green pills when you loot. There should be NO difference when looting ammo than when you loot anything else buddy. ~ As for char hunting? Get a tracker, don't keep it on though just flash it occasionally and the batteries will last for a damned long time, keep inside buildings not on the streets when tailing them, if you plan to attack them wait until they encounter a horde/gang and then hail them with grenades. You can tell when to attack because the message log will inform you of conflicts. Bring sleeping pills, stack of canned food, green pills, armour, a weapon (hunting rifle at least) and an ammo stack, crossbows are possible with your skill upgrades they can pack a nice lil' punch and you can stack twice as much ammunition in the spaces that rifles would use (useful). Remember that their vision is impeded like yours and that they use flashlights (you will need a big flashlight if going at night). They WILL engage hostiles as they have no choice in the end.
