I guess they make their own stash of things, but they are bad hiding it. I found a safe house while wandering around, hoping for some military rations. That was how it looked before I raided it. Edit: In the building next to it, there was another safe house. I guess they forget to defend it properly, both were empty.

Of course you are right, that is why there are blood stains everywhere... right? right?
Do you have any proof, from the coding or word from the creator of the game, that NPC are not programmed to do this?

Just a bunch of fellas that died back there from zombies/survivors/bikers/Ops/UFOs/Aliens.
NPCs are not made to stash items.
Bloodstains only occur on major injuries, Corpses that raise/rot do not cause bloodstains, the corpses of the undead disappear after some time.
Talking about bloodstains proves nothing.
bloodstains also disappear after time.

Considering the status of the community currently, I'm pretty much the only reliant source of inner information.
Still, if you don't want to trust me, you can always test it out, but from my research and observations of the AI, they are not made to make stashes, infact, from observations, it appears that each Living only has two "Memory" blocks, one for threats such as zombies, and the other for supply drops, but for the most part, the AI just goes wherever the hell it wants, though it is capable of registering areas and stairs, but appears to lack any form of long-term memory.

So you are basing your point on "observations" and then call yourself reliant.
I assume you spent a good amount of time following a NPC and is this how you "know" all this technical stuff?

I believe it is possible, now that you mention it, that NPC could avoid leading you to the place where they are depositing their loot. I do something like that too. I do not go downstairs to the basement where my supplies are if there is someone else than my follower watching me. I kill them first *evil laugh*

NPCs have terrible memory.
If they're not trying to murder you or following you, they will not remember you if you leave their LOS.
