National Guard and "Those guys"

I have a few questions.

National Guard:

1. If you play as the National Guard or are walking around them, you see them randomly drop useless barricades in the middle of the street. Is there any point in this?

2. The guns they have are not much better than every day guns. Why?

"Those guys":

1. What do they look like? (pics?)
2. How do they come out?
3. What are their equipment?
4. Are they over-all better than the NG or are they mostly the same, except that they attack you, while National Guard helps?

N. Guards:
1. They "try" to barricade the place to make it safer, but they often fail because they are not very smart.
2. Don't really know what you mean.They have strong weapons actually, just not much ammo.

B.Ops:
1.Secret (look at the wiki or something else)
2.They spawn after some days like the N.Guards. (after 1 week you should have seen on)
3.A sniper rifle, a B.Ops detector (to find teammates) and some other not so important stuff I can't remember
4.They are overall better.
Only weakness compared to N.Guards: They don't start with armor.

They spawn at day 14 somewhere between 1-9 hours of the day
Sniper rifle, Heavy pistol, ammo, bops detector

I saw one when it was day 8 or so.
But they spawn random,so nobody really can say when they exactly spawn(only before what day not).
It's nearly impossible to see one before day 7, only with very,very,very much luck(Or no luck, when you don't want to see them).

They can? on previous versions i have only seen then on day 14+ and i have tested it with myself camping as jason myers not having to sleep or eat at all, so either you are bullshitting me or i missed something.

I am not so sure anymore, but i think it was about day 8 to 12.
I don't play very long,that's why I think it's a bit under 14 days.

I saw one by day 13 before, so it definitely can happy at almost any time. Infact I recall seeing one as early a one week in.
