I imagine this must strike everyone as obvious, but I haven't seen many specific suggestions on how it should be done or why it's unbalanced.
I managed to survive to past day 28 by hiding out underground with a three week food supply. When I came up to the surface, it was wall-to-wall zombies, including a few high level ones on every screen.
I realize the game this late in is supposed to be almost impossible, but even with Tough, Firearms, and Agility maxed out, wielding a shotgun, I couldn't kill even one high level zombie before being eaten. I had Martial Arts at level 4, I think, and it still took me the length of the hospital hallway to kill one zombie master, at something like 4-5 damage per hit. Agility does make a huge difference, but other combat skills do nothing to change that your hits bounce off zombies--and high level zombies have over 100 HP.
One level of Tough or Firearms can make you instantly better than CHAR guards. All of the levels, though, will never make you even competitive against zombies.
(I'm sure other strategies make the late game easier. Maintaining a fort with other survivors in it, for example, would no doubt be better than hiding by yourself underground.)

Is this a suggestion or a megathread? Maybe both. "Balance the late game" is a pretty broad suggestion. I'm gonna play as undead for a while to see how that feels. I'd imagine it's even more uneven, since playing as undead is newer.

Generally, alot of the idea's now can help with beating back the zombie hoard if implemented. Such as traps, new constructions, better stuff for having multiple people with you etc.
Although I'd still kill to have my national guard fort made reality
