I'd like to see an End Game where you have to conquer the C.H.A.R. Corporation, by getting inside their HQ and finding the antidote, then putting it in the water supply, and/or by killing the CEO.
This could be introduced in stages by the character first having to find the location of HQ (talking to prisoners? reading files in CHAR building?), then find the antidote, then find the water treatment plant. Something like that.

i think that it would be a good idea but if they made a way to beat the game i would want a survival mode where you just run around and survive like now and then the story mode as seperate modes.

I own a great board game called Zombies!!! that reminds me of Rogue Survival in many ways. Search for "Zombies Board Game" on Google and it will be the first thing that can come up.
In that board game, one of the possible end game goals is to get on an evacuation helicopter that takes you safely out of the city, much like in some of the Left 4 Dead levels. The helicopter appears late in the game but the sound of it draws many zombies to the landing pad, so it's difficult to get a safe path onto the helicopter itself. Also, it has limited capacity so after a certain number of citizens board it, it will fly away.
My idea for how this could work in Rogue Survival: At some point late in the game you have an event where the player hears a helicopter (You hear a helicopter X tiles in Y direction). Somewhere on the map, a helicopter appears either on the street or in a park square. All zombies close by will have their AI set so they wander close to the helicopter. Citizens will also try to get in the helicopter. If you manage to board the helicopter, it will fly away, ending the game and giving you X number of bonus points on to your score.
This could basically be an optional way to end the game. Nobody is forcing you to board the helicopter - you can do it if you choose, or you can ignore it if you want to continue surviving as long as possible.
