I have noticed that the CHAR guards are kinda pathetic. I mean a handful of zombies in early game can easily over run a char office in a short amount of time. I suggest a few things to make them a bit more powerful:
1. A Building leader: These guys would have advanced CHAR armor which adds +3 defense and would also have a precision rifle (the weapon that "Those guys" use) 2. An improved entrance barricade along with stronger front doors 3. Tiered buildings: With different ties being more valuable to the company. The CHAR buildings we already have right now would be the lowest tier, just as powerful as they already are only with the building and barricade tweaks. The next tier up is the research labs, the place that was the place that ultimately set this hole cluster fuck in motion, they would have more powerfully armed guards and a better barricade the highest tier are the buildings that have the facility and the prisoner that should not be. They would have incredibly powerful guards and an incredibly strong barricade with iron doors.

The Guards are fine as they are. They don't need to be buffed. Perhaps stronger barricades on the Char building might be acceptable.

I myself use a rather cowardly system of opening the doors and running, then letting hungry civies kill them if not the zombies. Some kind of buff really could be in order, and your suggestions DO make sense, but at the moment most things in the game are generally very much one small aspect against a large tide, so the buffs would need to be subtle.
