I've noticed that at the start of the game (through reincarnation) that char facilities have civilians that spawn in them, however the guards will still treat these unfortunate people as intruders.
Wouldn't it make more sense to label these people as char employees, that way the guards do not shoot them? It would also now make sense as to why they have food in their buildings.

A 'Char Employee' civilian type would be cool. What would be it's relationship with the various factions?

Friendly to other char personnel such as guards.
I'd imagine everyone would treat them as if they were char guards. Only they wont pick fights with non char personnel unless they are starving and the other has food...ex.

Here's a better "Char Employee"
CHAR Guards : Friendly, even if "Intruding" Civilian : Neutral, Hostile if they intrude Police : Neutral, Hostile if intruder Gangster : Hostile(Gangmembers do not respect authority, and thus will fight the CHAR guys) Biker : Hostile(Same) National Guard : Hostile(CHAR started this mess, no?) Black Operator : Extremely Hostile(Obvious reason) Zombies : Braaaaaains

I think it'd be pretty cool if they treated CHAR as a normal faction, while adding a new clause for property ownership and the like. This way, you could influence CHAR (by wearing CHAR armor), and maybe even sneak in for some time (depending on your 'Unsuspicious' Skill) similar to sneaking around police as a murderer.
