I was wondering if it would be possible for murders to be carried out in silence as to not attract the attention of the police, because lately it's been getting annoying killing a person alone in a basement only to have the police psychically know I'm a murderer.

Serial killer skills would be cool. That could become a full "character class" or skill path.
Murder - insta-kill sleeping victims, at higher levels insta-kill from behind, at highest level insta-kill by surprise
(Can be used in conjunction with knockout weapons, like stun grenades.)
Charisma/Unsuspicious - these skills would factor into successful murder
(Like Ted Bundy, you exude such an aura of trust and unsuspiciousness that nobody sees what's coming.)
Cripple - attack a target's legs, reducing movement speed or freezing it in place until healed
(Great for leaving bait, or for leaving people to die a slow and painful death.)
Blind - permanently take out the eyes
(Some weapons could have a temporary blinding effect.)
Mute - cut out target's tongue, removing its ability to speak
(Maybe you could keep human victims in a locked basement, cutting out their tongues so they can't scream for help or attract zombies, and you could harvest them as a renewable food source.)
Any or all of these abilities could be used by NPC psychos. Maybe they appear more frequently in the late game as people become desperate, society breaks down, and the cruel survive.

I hate omnipresent police. Lately I haven't use the "make enemy" system because of that. Maybe that's the decision to begin with, but still, police shouldn't be able to know every time I murder someone, and I think they should give a fuck after a few weeks and maybe start being murderers themselves. Serial killer skills would be cool. That could become a full "character class" or skill path. ... Any or all of these abilities could be used by NPC psychos. The attractive part of a zombie apocalypse is how people change, the things we are forced to do to survive, and how laws, habits and stuff are forgotten and improvised. I hope RS develops a long-term survival aspect.
